Call of Duty: Black Ops 2 is using your Internet IP as Host in custom Game not your actually "LAN IP e.g. 192.168.*.*" so the Lobby hoster in custom Game have to forward some Ports in order to have a open NAT so other People can join his Session. You can try to create a game and have him join you via "Friends, right click, join game".

Some people said you needed to be online to play, and others said that was 100% false. You have to be online in multiplayer and play the combat training mode.

Its almost like people have a legitimate reason to want to enjoy their games offline. Hmm. So eventually, infamous underground coders like TeknoGod (regardless of what you think of him) had to actually program hacks just to let people play offline AI bots because apparently either Treyarch or Activision want to force PC users into the Steam
